Updated measures in line with the return to Phase 2 (Heightened Alert) for your dormitory residents

  1. Following the announcement by the Ministry of Health on 20 July 2021 on the reversion to Phase 2 (Heightened Alert), the Ministry of Manpower will also implement updated measures for migrant workers (MWs). These measures are to protect our MWs living in dormitories.

    Safe Rest Days to Recreation Centre (RC)
  2. Your residents will still be allowed to visit Recreation Centres. They need to take a supervised self-swab Antigen Rapid Test (ART) at the RC, unless date of visit is within 2 days of their Rostered Routine Test (RRT).
  3. MOM Forward Assurance and Support Team (FAST) officers will check to ensure that MWs only visit the respective RCs as per the Exit Pass application. Dormitory operators are required to share the nominal roll of your residents who exited the dormitory for Safe Rest Days with FAST officers when requested. Please remind your residents that MOM takes a serious view on those who apply for exit pass for visit to RCs but go somewhere else. Enforcement actions will be taken against non-compliance.

    Use of communal dormitory facilities
  4. In line with Phase 2 (Heightened Alert) measures, all gyms, beer gardens and communal dining facilities in the dormitories will be closed, and canteens can only offer takeaway services (i.e. no dining in). MOM will also step up enforcement checks of Safe Management Measures during this period.
  5. All activities in your dormitories are to be capped at two persons per group. Please remind your residents to adhere to the appropriate Safe Management Measures in your dormitories. Please see Annex A for the full list of activities that are permissible under Phase 2 (Heightened Alert).

    No Change to Work, RRT and Vaccination Appointments
  6. There are no changes to the work arrangements for your residents. They can continue to go to work if they have a green AccessCode. Employers have been reminded to arrange dedicated transport and staggered the pick-up and drop-off timings for their workers.
  7. Your residents can leave their dormitories to attend their RRT and vaccination appointments. Dormitory operators are required to ensure that your residents adhere to their assigned groupings, to restrict intermixing.
  8. We seek your support to enforce proper Safe Management Measures at your dormitories. These include the wearing of masks properly, ensuring your residents adhere to their assigned groupings to prevent intermixing and ensuring a safe distance of one metre from another person.
