Rationale for the Programme
An increase in the number of noise-induced deafness cases has been observed, with 2006 statistics showing a 37% increase from 2005. As shown in the following figure, a break down by the types of occupational diseases shows that noise-induced deafness accounts for 81.4% of all occupational diseases reported in 2006.

The chart below shows the profile of noise-induced deafness in various industries in 2006. A large number of cases were from manufacturing industries. However, other industries, such as the shipbuilding and ship repairing industry and the transport and storage industry, also contributed significantly to the number of cases.

Given the above, targeted intervention at workplaces with noisy environments is warranted.
Engaging the Industry
Noise-Induced Deafness (NID) has been Singapore's top occupational disease for the past three years. It accounted for 80% of all Occupational Diseases last year.
As a result, the Ministry of Manpower and the Workplace Safety and Health Advisory Committee have developed a five-year Noise Induced Deafness Prevention programme, targeting workplaces with noise hazards in the manufacturing, shipbuilding and ship-repairing, and the construction industries, with the aim of reducing the incidence of NID.
On 3rd December 2007, Implementing Hearing Conservation Programme (HCP) at your Workplace Seminar was held at Spring Singapore. The seminar underscores the need to protect one's sense of hearing. It featured presentations by MOM as well as the industry on the five elements in HCP.

The launch of NID progarmme, themed "Music To My Ears", was held at the DBS auditorium on the 21st September 2007. Homegrown international jazz recording artiste Jacintha Abisheganaden performed at the launch event to underscore the importance of protecting one's hearing. Workers with NID were present to share testimonies of their condition, while companies presented their best practices in noise control solutions. MOM staff also gave presentations on how to better control noise hazards.
