Before You Apply: Important Information

Documents required

The following supporting documents are required for application of factory registration:

  • Contractual Documents e.g. Letter of award, containing information on the developer/owner who awarded the contract, contract sum and contract period
  • A Planning Permission / Change of Use from URA if your premises is not an approved industry premises.
  • For premises belonging to government agencies or government-linked organisations (e.g JTC, HDB, PSA, CAAS and Ascendas), the relevant pages of tenancy agreement containing the permitted usage, occupier name, factory name (if different from occupier name) and address must be included.
  • For subtenants, an official document between the main tenant and the owner of the premises permitting the subletting must also be submitted.

Workplace number

The Workplace Number will replace the current factory number used for identifying companies and factories in transactions (such as factory or statutory equipment registration) with the Ministry of Manpower. This will be effective starting on 19 February 2010.

The current Factory Number is a string of 10 alpha-numeric characters, e.g. B12345C001. The new Workplace Number will take on the format: Unique Entity Number (UEN) + 4 digits e.g. 123456789A0001.

Workplace Number will be used for all factory licence transactions with MOM.

Check your Workplace Number by keying in your Factory Number to retrieve your Workplace Number.

Factories can find their Factory number on their current Certificate of Registration (CR). You may also contact us at 6438 5122 for assistance. 

How does it affect my factory?

Transactions that were previously using Factory Numbers will now use Workplace Numbers. These transactions include: 

  • Updating, Renewal and Termination of factory records;
  • Registration and maintenance of Statutory Equipment records; and
  • Incident Reporting.
  • Staff and Professionals, e.g Authorised Examiners performing these transactions need to be informed on the change and the workplace numbers.

My current Certificate of Registration is identified by the Factory Number. How do I update my certificate?

With the change to workplace number, you will be able to access and print the updated Certificate of Registration online via the Online Business Licensing Services (OBLS) enquiry function. Your SingPass and the Workplace Number is required for access.

Authorisation of eService Account Administrator and nomination of eService user

Before using Workplace Safety & Health online eServices, an organisation needs to authorise officers to perform electronic transactions on its behalf. 

Passes

eService Account Administrator

Every Workplace or Competent Organisation registered with MOM needs to authorise (only) one staff member to be an eService Account Adminstrator. The roles of an eService Account Administrator are as follows:

  1. Nominate eService User(s) for each Workplace or Competent Organisation record;
  2. Maintain eService User account(s) i.e. Update or Remove the eService User record(s). 

Staff authorised to be eService Account Administrator needs to:

  1. Use his/her SingPass to log in to either one of the eServices listed below;
  2. Complete the online form;
  3. Upload the authorisation letter printed on company letterhead (sample template), indicating clearly the Personal Identification Number (ie. NRIC No. or FIN No.), full name and contact details of the nominee. 

 



eService user

An eService User is nominated by an organisation’s eService Account Administrator or an Authorised Examiner (who has subscribed to Workplace Safety and Health online eServices) to perform electronic transactions on its behalf. The eService Account Adminstrator or the Authorised Examiner need s to log in to the eService listed below using his SingPass, fill in the Workplace Number/Competent Organisation Reference number (if applicable) as well as contact details of the nominee.

The eService can also be used to enquire on the eService Account User(s) that have been registered to act on behalf of the organisation or the Authorised Examiner.

Mandatory Medisave Contributions for Sole Proprietors/ Partners of Factories

All self-employed persons are required to make Medisave contributions if they earn a yearly net trade income of more than $6,000. Sole proprietors and partners applying for factory registrations or notifications must be up-to-date in their Medisave contributions before submitting an application.

To check whether you have any Medisave contributions payable, click here. You may also check the amount of Medisave contributions payable by logging on to the CPF website using your SingPass or at any AXS Station using your CPF Phone PIN.
