New Application
Application Criteria
- Applicant must be at least 21 years old.
- Applicant must have at least 2 years relevant working experience assisting in operational charge of a steam engine/steam boiler.
Required Documents
- Copy of NRIC or Work Pass (both sides).
- Copy of Certificate of Performance in 2nd Class COC Steam Boiler Attendant issued by Singapore Polytechnic.
Annex A – Employer Testimonials on relevant working experience assisting in operational charge of a steam engine/steam boiler (24 months experience).
- Annex B – Applicant declaration on work experience in boiler operations.

Conversion Application
Application Criteria
- Applicant must be at least 21 years old.
- Applicant must be holding a valid equivalent Certificate of Competency (COC) issued by a recognised authority*.
Required Documents
- Copy of NRIC or Work Pass (both sides)
- Copy of existing equivalent Certificate of Competency.*
* List of Equivalent Certificates of Competency (COC) acceptable for conversion by MOM
- COC issued by Department of Trade, UK
- COC issued by Machinery Department, Malaysia
- COC issued by Government of Tamil Nadu, India
- Certificate of Service - Marine Engineer Officer, issued by Maritime and Port Authority Singapore (MEO Class 5).
