New Application
Application Criteria
- Applicant must be at least 21 years old.
- Applicant must have at least 18 months relevant working experience as ICE Driver in charge of an internal combustion engine after obtaining the 2nd Class certificate.
- Applicant has to pass the oral examination conducted by the Ministry of Manpower before being awarded the Certificate of Competency.
Required Documents
- Copy of NRIC or Work Pass (both sides).
- Copy of 2nd Class ICE Driver Certificate issued by MOM (both sides).
Annex A – Employer Testimonials on relevant working experience assisting in operational charge of an Internal Combustion Engine (18 months experience).
- Annex B – Applicant declaration on work experience in Internal Combustion Engine operation.
Important Points
- Applicant can apply 18 months after obtaining the Certificate of Competency in 2nd class ICE Driver.
- Fees paid are NOT refundable (regardless of the outcome of the application).
- All details must be entered in BLOCK letters.
- All documents must be submitted in Portable Document Format (PDF) only.
- Application with incomplete information and insufficient supporting documents will be rejected.

Conversion Application
Application Criteria
- Applicant must be at least 21 years old.
- Applicant must be holding a valid equivalent Certificate of Competency (COC) issued by a recognised authority.*
Required Documents
- Copy of NRIC or Work Pass (both sides).
- Copy of existing equivalent Certificate of Competency.*
* List of Equivalent Certificates of Competency (COC) acceptable for conversion by MOM
- COC issued by Department of Trade, UK
- COC issued by Machinery Department, Malaysia
- COC issued by Government of Tamil Nadu, India
- Certificate of Service - Marine Engineer Officer, issued by Maritime and Port Authority of Singapore (MEO Class 3 & 4)
