How to Register

Registration of lifting equipment is done through an Authorised Examiner (AE).

Companies should engage an AE to:

  • Conduct the necessary tests and examinations;
  • Issue the examination report; and
  • Register the lifting equipment on their behalf.
 
To engage an AE, please refer to the list of List of Authorised Examiners to Inspect Lifting Equipment.

 
 


Registration of pressure vessels should be made via OSHD Online:
- First Time Applicants
- Authorised Users

Note: SingPass is required for OSHD Online Transactions.

OSHD Online can also be used for:

  • Application of non-factory number for pressure vessels;
  • Enquiry on the status of factory/worksite registration;
  • Enquiry on the list of competent persons approved by the Ministry of Manpower (MOM);
  • Submission of safety audit status by approved safety auditors;
  • Submission of pressure vessel fabrication details for survey by MOM inspectors;
  • Submission of safety committee details/meeting minutes; and
  • e-Payments.

Application for approval to use a statutory pressure vessel is done by an Authorised Examiner via the internet. The owner will need to approach an Authorised Examiner to make an online application to register the statutory pressure vessel.

To facilitate the Authorised Examiner in the registration process, the owner shall provide the Authorised Examiner with the following documents and to retain such documents till end-of-life of the pressure vessel:

(i) Construction drawing of the pressure vessel, showing welding details;

(ii) Design calculations (endorsed by the Approved Overseas Inspection Agency) made to either ASME or BSI codes);

(iii) A layout plan of the boiler house/room conforming to Singapore Standards CP 27;

(iv) A steam piping diagram (drawn to ASME 31.1/31.3);

(v) Approval letter from the National Environment Agency for installation of chimney and blow-down pit (for fuel or gas-fired steam boilers);

(vi) Gas Train Layout Plan in compliance with BS5885. (for gas-fired steam boilers)

(vii) If the vessel is fabricated overseas, a 3rd party fabrication survey report from an Approved Overseas Inspection Agency certifying that the pressure vessel has been fabricated and tested in accordance with either ASME or BSI pressure vessel standards. Use of other pressure vessel codes will require approval from the Commissioner;

(viii) If the vessel is fabricated in Singapore, a fabrication survey report from an authorised examiner or approved local inspection agency.

Application for Re-Registration of pressure vessel is done by an Authorised Examiner via the internet. The owner will need to provide the following document to the Authorised Examiner:

(i) Previous Inspection report of the pressure vessel.

Based on the information provided to the Authorised Examiner, he will determine what tests and examination the pressure vessel requires before it can be used. The tests will be carried out by an Authorised Examiner. The Authorised Examiner may carry out any further examination and tests he deems necessary before he registers the pressure vessel. The owner must pay the costs incurred for these tests.

The Authorised Examiner will issue a Report of Examination after the tests have been satisfactorily completed and the owner has paid the fees.
