Notification and Registration for Factories

From 1 November 2008, the revised Workplace Safety and Health (Regulation of Factories) Regulations 2008 require factories -- as defined under the Workplace Safety and Health Act -- to submit a Notification or apply for a Certificate of Registration (CR) with the Commissioner for Workplace Safety and Health (WSH) before commencing operations.


 

The new factory notification scheme applies to all factories EXCEPT:

  • Construction worksites
  • Shipyards
  • Petrochemical, chemical, pharmaceutical factories
  • Wafer fabrication factories
  • Metalworking factories with 100 or more persons employed

A more detailed description of the factories excluded from Notification is available in the FIRST SCHEDULE of the WSH (Registration of Factories) Regulations 2008.

If I already hold a valid Certification of Registration for my Factory:

If your factory's Certification of Registration (CR) or Factory Permit (FP) expires on or after 31 Oct 08, you only need to make a Risk Management (RM) Declaration. The unconsumed portion of your CR or FP will be refunded. You will need to have your SingPass, your organisation's ACRA Number and your Factory Number on hand.

If I have a New Factory:

New Factories are required to submit a one-time Notification. This notification is inclusive of a Risk Management (RM) Declaration with the Commisioner for WSH:

Factories that require registration will continue to submit a Registration with the Commissioner for WSH. There is no change to the registration requirements and procedures.

 


 

You will need an administrator to update or terminate factory notification online. An administrator can be nominated:
  • During notification via the Online Business Licensing System (OBLS); or
  • By faxing a Letter of Undertaking for Licence Administrator to Occupational Safety and Health Division at (65) 6317 1261.
 
 The administrator must have a SingPass to access OBLS. The administrator may also nominate up to two proxies to assist with OBLS transactions using OSHD Online.

When the administrator leaves the company:
  • A new administrator must be nominated; and
  • OSHD must be informed in writing and sent to the following address:
