List of Approved Off-site Housing

This list for approved housing is provided by the relevant approving agencies (i.e. Urban Redevelopment Authority (URA), Singapore Land Authority (SLA), Jurong Town Corporation (JTC), Housing Development Board (HDB) and Agri-Food & Veterinary Authority (AVA) and is available for your convenience.

The Ministry of Manpower will update the list upon receiving updates from the above agencies.


 


There are currently 35 commercially run dormitories  and 15 industrial/warehouse developments  approved for use as secondary workers' dormitory located in various parts of Singapore. These dormitories and industrial/warehouse developments are approved by the relevant agencies for the housing of foreign workers.

 
Under URA's regulations, industrial/warehouse developments can be partially converted to house foreign workers only when the factory owners have obtained approvals from the relevant technical agencies such as URA, SCDF and NEA. Factory owners who wish to house foreign workers within the industrial/warehouse developments can refer to the URA's website  for more information. 
 

 

Construction workers may be housed in quarters located within the construction sites. The quarters have to meet the technical requirements of relevant government agencies, such as Singapore Civil Defence Force (SCDF), National Environment Agency (NEA), Building and Construction Authority (BCA) to ensure safe and hygienic living conditions.

Construction workers are also allowed to be housed in Temporary Workers Quarters on Temporary Occupation Licence (TOL) sites approved by JTC Corporation , Housing Development Boards  and Singapore Land Authority .

Employers are reminded that these quarters are meant for the housing of the licensees' own workers only (i.e. no subletting to other employers is allowed). These are not dedicated sites for off-site housing but are approved on a project-linked basis.

 



Under HDB's regulations, HDB flats can be sublet to foreign workers, subject to the guidelines on the maximum allowable number of occupiers (include owners, authorized occupiers and subtenants) per flat.

Employers who wish to house their foreign workers in HDB flats should refer to the HDB's website  or call (65) 1800-2255 432 to enquire about the subletting scheme.




Under URA's regulations, private apartments such as condominiums or landed residential properties such as terrace, semi detached houses and bungalows are approved for residential use only and cannot be used as workers' dormitories.

There are currently 254 Agri-Food and Veterinary Authority (AVA) licensed farms  and 16 AVA fish export centres  located in various parts of Singapore. These farms/fish export centres are approved by AVA for the housing of foreign workers.

Employers are reminded that these farms/fish export centres are meant for the housing of the licensees' own workers only (i.e. no subletting to other employers is allowed).

Farm owners who wish to house their foreign workers within the farms/fish export centres must seek approval from AVA. Please refer to the AVA's website  for more information.

 


 

The premises  listed under this listing are deemed to be unapproved by the relevant agencies for the housing of foreign workers. As such, the Ministry considers these premises unacceptable for foreign workers' accommodation.
