The Employers' Orientation Programme (EOP) is a three-hour programme that provides employers with information on employing a Foreign Domestic Worker (FDW). It provides employers with a basic understanding of their role and responsibilities as employers. Guidelines on creating and maintaining a positive and productive working relationship with their FDW will also be shared.
Those who are employing FDWs for the first time must attend the EOP before submitting the FDW's Work Permit (WP) application. Failure to comply with this requirement will render the WP application unsuccessful. However employers who fulfill the exemption criterias may apply for exemption from attending the EOP.
Employers who apply for their fifth FDW within a 12 month period must also attend the classroom EOP. Failure to comply with this requirement will result in the rejection of their WP application.
Employers can choose to do the EOP in a classroom setting or online.
Employers must complete the EOP two working days before submitting their FDW's WP application. This is because records of EOP attendance will only be conveyed to us the day after employers have attended the EOP. Applications from employers submitted less than two working days after attending the EOP will be rejected.
Employers and Employment Agencies (EAs) must ensure that all the information submitted in the EOP registration and WP application forms are identical (e.g. identification numbers, name, date of birth). This will allow us to match the identification of the person who has attended the EOP with the WP applicant. Submitting different information in the EOP registration and WP application forms may result in the rejection of the WP application.

B) Online EOP |

First-time employers who meet any of the following scenarios can be exempted from attending EOP.
Scenario A:
The employer either a) suffers a chronic medical conditions; or
b) is non-ambulant (eg.has a physical disability); or
c) is 60 years old and above and suffers physical discomfort
and a Sponsor or Representative of 21 years of age and above has attended EOP
on employer's behalf.
Scenario B:
The employer either a) suffers a chronic medical conditions; or
b) is non-ambulant (eg.has a physical disability); or
c) is 60 years old and above and suffers physical discomfort
and a Sponsor or Sponsor's spouse is/was an FDW employer.
Scenario C:
The employer either a) is expecting and the date of delivery is within a month's time; or
b) has delivered a child 1 month or less from the date of exemption
application
and their spouse has attended EOP on their behalf.
Employers who have been advised by the MOM to attend the EOP due to frequent change of FDWs are not eligible for exemption.
To be granted exemption, employers must seek for exemption via online application. Application outcome will be notified immediately. Employers may ask another person to apply for exemption on their behalf.
Before proceeding with your application, please ensure the following information is ready :
- Singpass ID;
- Employer's personal particulars;
- Sponsor's/Spouse's/Representative's personal particulars (Important: The identification number and name used in registering for the Programme must be identical to that cited in the application for exemption); and
- EA's contact details (if applicable).
Important:
- You must ensure that your Sponsor/Spouse/Representative has attended the EOP on your behalf two or more working days before submitting the exemption application.
- If you have been granted exemption, you can only proceed with your WP application two or more working days after notification of your successful exemption application.
If you have been granted exemption, please retain following documents for three months. This is for the ministry's audit purposes.
