The Work Pass Division must be updated on the following changes during an Employment Pass holder's tenure in Singapore.


 


Employment Pass holders must apply for a new pass whenever they change employers. There is no need to cancel the existing pass before doing so. Each application made will be considered based on the merits of the case.

They will only need to cancel the previous pass upon termination of employment with the previous employer.

Companies may request for an Employment Pass (EP) holder to be transferred from one business entity to another under the following scenarios:

  • Change of business entity*:
    - Conversion from sole proprietor/partnership to private limited company; or 
    - Conversion from private limited company to public listed company;
     
  • Restructuring;
  • Takeover by another company;
  • Merger of companies; or
  • Transfer between subsidiaries/associates.

*Please note that this is not applicable to cases where the Representative Office (RO) is converted to a private limited company/sole proprietorship/partnership/Limited Liability Partnership (LLP). For such cases, the EP holder is required to submit a new work pass application under the new entity.


Documents Required


The company should mail or fax in the request for transfer and the following documents to the Work Pass Division:

  • A letter from the organisation requesting the transfer and undertaking to be responsible for the stay, maintenance and repatriation of the Employment Pass holder;  
  • Employment Pass holder's travel document and Disembarkation/Embarkation Card or Long Term Pass card; and
  • Documents to prove the relationship between the two entities, such as:
    - Both the current and new employers' Business Profile/Instant Information from the Accounting and Corporate Regulatory Authority;
    - Published organisation chart;
    - Audited accounts highlighting the relationship between both entities; and/or
    - Merger and/or acquisition reports, press releases, etc.

If the request for transfer is unsuccessful, the new company should submit a new application for the Employment Pass holder.

If the request for transfer is successful, an approval letter will be issued to the new company. The Employment Pass holders and their dependants sponsored by the Company (if applicable) are required to carry the approval letter until the next pass renewal. New Long Term Pass cards will be issued to the Employment Pass holders and their dependants upon renewal.

The following documents should mail or fax in the request for change of company name and the following documents to the Work Pass Division:

  • A copy of the certificate confirming the company's new name from the Accounting and Corporate Regulatory Authority;
  • A letter from the company requesting the name change;
  • If the request for change of company name is successful, an approval letter will be issued to the new company. The Employment Pass holders and their dependants sponsored by the Company (if applicable) are required to carry the approval letter until the next pass renewal. New Long Term Pass cards will be issued to the Employment Pass holders and their dependants upon renewal.

The company should inform the Work Pass Division in writing as soon as possible when there is a change in its operating address.

The employer must notify the Work Pass Division in writing when there is a change to the Employment Pass holder's salary.

The employer should inform the Work Pass Division in writing as soon as possible if there is a change in the designation of the Employment Pass holder. A letter bearing the signatories of both the employer and the employee stating the new designation and its duties should be submitted.

If the request for change of designation is successful, an approval letter will be issued to the new company / pass holder. The Employment Pass holders are required to carry the approval letter until the next pass renewal. New Long Term Pass cards will be issued to the Employment Pass holders upon renewal.

An Employment Pass holder can inform the Work Pass Division of a change in residential address via:

EP Online

Employment Pass holder who carries a Disembarkation/Embarkation Card should print the online Acknowledgement Letter upon updating the new address at EP Onlineand keep it with the Disembarkation/Embarkation Card. 


If you are an employer of a Foreign Domestic Worker (FDW), please refer to the information on changing the residential address for employers of FDW.


Manual Notification


Employment Pass holder must notify the Work Pass Division in writing with the following documents:  

  • Notification on Change of Residential Address Form ;
  • A photocopy of the Employment Pass holder's Long Term Pass card or Disembarkation/Embarkation Card (Green Card);
  • Employment Pass holder's and related pass holders' travel documents/passports; and
  • Authorisation letter (for company representatives only).

For holders of the new Long Term Pass Card

  • Employment Pass holders who have renewed or changed their travel documents/passports must notify the Work Pass Division in writing and submit a photocopy of his/her old and new travel document/passports.

For holders of the laminated Disembarkation/Embarkation Card (Green Card)

Employment Pass holders who are holding to the laminated Disembarkation/Embarkation Card and have renewed or changed their travel documents/passports must transfer their Employment Pass endorsements to the new travel document.

The following documents must be submitted to the counter at the Work Pass Division to facilitate the Employment Pass transfer:

  • Disembarkation/Embarkation Card (Green Card); and
  • Employment Pass holder's old and new travel documents/passports.

An Employment Pass holder should apply for a replacement card at the Employment Pass Services Centre (EPSC) if the Long Term Pass (LTP) Card or the laminated Embarkation/Disembarkation Card (Green Card) is lost.


The Employment Pass holder must make an e-appointmentbefore visiting EPSC.

The following documents are required:

  • Pass holder's original travel document/passport; 
  • A completed Application Form for Replacement of LTP or Green Card
  • An authorisation letter if a third party is submitting the application and collecting the replacement card on the Employment Pass holder's behalf; and
  • The e-appointment confirmation slip.


Note: For loss of existing Green Card, the pass holder has to be present at EPSC for registration of the fingerprint and photo image. (The new secure LTP Card will be issued as a replacement for lost Green Card requests.)


The pass holder is reminded to handle his/her Long Term Pass Card or Disembarkation/ Embarkation Card with care at all times. Please note that strict action will be taken against the employer and/or pass holder who are found making false declarations on the loss of the card.

In a case where the Employment Pass holder has gone missing, employers are advised to effect the cancellation of the pass at the earliest possible date. Please refer to the cancellation procedure for details.
