List of Licenced Employment Agencies

Explanatory Notes for the List of Licenced Employment Agencies


  1. Employment Agency (EA) licences are granted for one year. EAs may apply to renew their licence prior to the expiry date.
  2. EAs placing Foreign Domestic Workers (FDW) are required to be accredited if they have been in operation for more than one year. FDW-placing EAs are not required to be accredited in their first year of operations.
  3. Demerit points are issued when the EA infringes the Employment Agencies Act, Rules or Licensing Conditions. The demerit points are valid for a period of six months from the date they were administered. An EA which accumulates 12 or more demerit points at any point in time would be placed on MOM's surveillance list. These EAs will be warned that further infringements will lead to licence revocation. Nonetheless, should an EA be deemed to have committed a severe infringement, the EA's licence will be revoked.

Additional Information on FDW-placing EAs


In 2006, MOM made available the employment history of FDWs so that prospective employers can better select FDWs suitable for their household needs. This has been welcomed by employers. As part of this continuing effort to improve market information on the FDW-placement industry, MOM has made available other indicators of individual FDW-placing EA's performance, such as:

  • Successful Retention Rate of EA; and
  • Total Number of FDWs Placed by EA in Previous Year

List of Unlicensed Employment Agencies


Persons who operate employment agencies without a valid licence from MOM infringe the Employment Agency Act. The penalty for such an offence is a fine of up to $5,000 for first-time offenders. Repeat offenders will be liable to a fine of up to $10,000 or imprisonment of up to six months, or both.
