About Us

The Occupational Safety and Health Division (OSHD) promotes OSH at the national level. We work with employers, employees and all other stakeholders to identify, assess, and manage workplace safety and health risks so as to eliminate death, injury and ill-health.

Mission

To eliminate death, injury and ill-health from all workplaces.

Vision

A safe and healthy workplace for everyone; and for Singapore to be renowned as a country for best practices in OSH.

Our Goal
With the new framework, OSHD aims to halve the 2004 occupational fatality rate of 4.9 per 100,000 workers by 2015 and attain standards of the current top ten developed countries with good safety records.

Strategic Outcomes

- Reduction in occupational fatality and injury rates
- OSH forms an integral part of business with risk management becoming the norm
- Singapore is renowned as a Centre of Excellence for OSH

The Need for Change

OSHD was reformed on 1 August 2005 to enable new and expanded capabilities to realise the new OSH framework and the Workplace Safety and Health Act which came into effect on 1 March 2006. OSHD will implement the new OSH framework through legislation, policies, capability building and engagement programmes. We will adopt a proactive and systemic approach in accident prevention and involve all stakeholders in risk management. We will also work closely with industry to facilitate risk management as well as to develop a stronger OSH culture. We will focus on the prevention of risks at source; set outcome goals for employers and help companies improve their safety and health management systems.

There are six Departments within OSHD:

OSH Inspectorate

The Inspectorate focuses on reducing safety and health hazards by providing advice and guidance through inspections of workplaces, investigating accidents and enforcing the law when necessary.

OSH Specialist Department

The Department provides specialist support and guidance in OSH to meet the needs of our stakeholders, working in collaboration with partners, locally and globally, through programmes and activities in the areas of OSH standards, research and best practices.

OSH Policy & Legislation Department

The department focuses on developing and reviewing policies and legislation in fundamental and strategic OSH issues

OSH Information Centre

The Centre supports the collection, analysis and reporting of OSH data and information. The materials collected allow the Division and all stakeholders to leverage on such data and information to create a safer and healthier workplace.

OSH Industry Capability Building

The department aims to create a strong OSH culture in workplaces through the promotion of OSH best practices and setting OSH competency standards for the workforce.

OSH Corporate Services Department

The department assists injured workers and dependants of deceased workers to receive fair workmen's compensation expeditiously for work-related injuries or deaths; processes registration of factories and pressure vessels & other equipment and the licensing of competent persons, as well as provides corporate support services to the whole division.
