The Foreign Manpower Management Division (FMMD) was set up to facilitate the well-being of foreign workers during their working stint in Singapore. FMMD works closely with other departments within the Ministry, including the Workplace Policy and Strategy Department (WPSD), Work Pass Division (WPD), Occupational Safety and Health Division (OSHD) and Labour Relations & Workplaces Division (LRWD), in the enhancement of workplace standards for foreign workers and enforcement of foreign workforce policies.
The core functions of FMMD include:
- Management and protection of foreign manpower, particularly in the following areas:
- Illegal employment/deployment
- Accommodation/employment conditions/physical well-being
- Abandonment/runaway
- Professionalism of the Employment Agency (EA) Industry
- Oversee EA licensing rules and conditions
- Enforcement of EA Act and Regulations
- Develop and implement the demerit points system
- Strengthening of the Enforcement Capabilities
- Streamline work processes related to prosecution and enforcement
- Conduct audit on Employment Agencies (EA) and employers of Work Pass holders.
FMMD is structured around 4 departments:
The department seeks to foster effective management of foreign manpower through policing in partnership with other enforcement agencies and business community. The department focuses on illegal employment, illegal deployment and other violations of MOM's foreign manpower regulations.
The department focuses on the management and protection of foreign manpower, particularly in the areas of accommodation, working conditions, physical well-being and abandonment/runaway. Additionally, the department also processes Employment Agencies' (EA) licenses and ensures that EAs comply with the Employment Agency Act, Employment Agency Rules and the License Conditions.
Through proactive media, promotions and education programme, the department educates and raises awareness of employers, foreign workers and the public on FMMD polices. The department also develops operational policies and doctrines and builds capabilities within the division.
The department supports the division in the areas of office management, logistics, finance, administration, customer relations and customer responsiveness.
