Training Work Permit  - Cancellation

Cancellation of Permit

The circumstances listed below require an employer to cancel the Training Work Permit of the foreign worker:

  • Upon termination of employment or resignation of the foreign worker
  • On or before the work permit expires, if you do not want to renew the WP For non-Malaysians, the scheduled departure date must be within the next seven days.

How to Cancel the Permit

If you wish to cancel the foreign worker's Training Work Permit, the employer/authorised employment agent has to submit a cancellation request via Work Permit Online.

The employer has to ensure that all issues arising from the employment, including outstanding wages have been settled with the worker before the Work Permit cancellation, failing which, the employer's future Work Permit applications be rejected.

The applicant or an authorised employment agency will be informed of the outcome via Work Permit Online:

  • On the same working day if the request was submitted before 8pm (Monday to Friday) or before 2pm (Saturday)
  • On the next working day if the request was submitted after 8pm (Monday to Friday) or after 2pm (Saturday). Such requests will be considered as submissions on the next working day. The e-Cancellation service is not available on Sundays and Public Holidays.

More Information

Work Permit Online also allows for the cancellation of Training Work Permits that have expired, been revoked or cancelled for repatriation of the foreign worker. Payment can also be made online for overstaying fines.

Exceptional cases

Please approach MOM’s Work Pass Counters for assistance as the Work Permit Online cancellation service is not available for the following transactions:

  • Temporary cancellation of Work Permit for worker who is going on home leave*
  • Cancellation of worker's In-Principle Approval letter after arrival in Singapore* or
  • When the worker is required to remain in Singapore by MOM’s Work Injury Compensation Branch and/or Labour Relations Department.

*Not applicable to Malaysians

After Cancellation of Work Permit

When the Work Permit Online cancellation request has been approved, the applicant or authorised employment agency has to:

  1. Print the cancellation acknowledgement letter (if applicable) and Special Pass (if applicable). A foreign worker has to surrender the Special Pass to the Immigration Checkpoint Officer at the point of departure if returning home. The Security Bond (if applicable) for the foreign worker will be discharged after confirmation of the foreign worker's departure.
  2. Return the original Training Work Permit Card within seven days from the date of Work Permit cancellation:
    • by post to Work Pass Division, Ministry of Manpower, 18 Havelock Road, Singapore 059764; or
    • at Work Pass Services Centre, 7 Keppel Road, #02-27/29;

The employer's levy liability ceases on the day the Training Work Permit is cancelled.


Loss of Training Work Permit

The employer must apply for a replacement Training Work Permit card if the foreign worker loses his card.

A foreign worker who loses the Training Work Permit card while overseas should use the Disembarkation/Embarkation form for visitors when returning to Singapore. The employer may then apply for a replacement Training Work Permit card.

Applying for a Replacement Card

The employer has to bring the following items to Work Pass Services Centre

  1. Application form for Replacement of Work Permit card; and
  2. The foreign worker's original passport; and
  3. The destroyed/defaced Work Permit card (if applicable).

There will be a fee of $60 for each replacement of Work Pass card, and it is payable in cash only.

Workers are reminded to handle their Training Work Permit cards with care at all times. Strict action will be taken against the employers and workers who are found making false declarations on the loss of their Training Work Permit cards. Workers who lose their Work Permit cards repeatedly are required to attend an interview together with their employers. The application to replace the new Training Work Permit card is subject to approval.
