Why does the advertising requirement apply only to companies applying for EPs and S Passes, and not Work Permits?

There are already other safeguards, such as source restrictions, levies and dependency ratio ceilings, that apply to the hiring of Work Permit holders.

The job advertising requirement was extended to S Pass applications to promote greater awareness of vacancies in mid-skilled jobs among local jobseekers, and also require employers to make greater efforts to consider local candidates.
