Jobs in companies with 25 or fewer employees are exempted because such small businesses typically do not have sophisticated HR management to respond to many applications.
Applying FCF to larger companies will yield the greatest benefit because they employ most of the EP holders.
However, these small companies are still subject to other components of the FCF. They are still expected to consider Singaporeans fairly for jobs and furnish reasons for why they could not find a suitable Singaporean for the job.
If MOM or TAFEP receives complaints that a company may have nationality-based unfair hiring practices, MOM may impose additional requirements or take action against the company.
