How to Apply for an Employment Agency Licence

Licence application

Applications for an employment agency (EA) licence made after 1 April 2011 will be under the new licensing framework. You will have to apply for either a Comprehensive Licence (CL) or Select Licence (SL) and must be done using the Online Business Licensing Service (OBLS).

A non-refundable application fee of $400 is required for an application.

Submission of Security Bond and Banker’s Guarantee

After receiving your In-Principle Approval (IPA) via email, you are required to download the pdfSecurity Bond (SB) and Banker's Guarantee (BG) form.

To apply for a BG, please bring along your IPA letter and the BG form to the bank. Please use the form provided. Any other format of the form will be rejected.

Please note that you are not allowed to operate an employment agency yet. The IPA only facilitates the processing of your BG and the setting up of your employment agency.

The IPA is valid for 4 weeks. Once it lapses, you must make a new application.

Approval and payment for licence

Upon approval of your application, you should receive a notification from OBLS to pay the issuance of licence fee of $100, valid for three years. The payment modes available are:

  1. Credit Card (Visa/Mastercard), or
  2. Internet Banking

You can start operating your employment agency only after we have issued you the licence. You may print your employment agency licence after your payment has been processed.
